Liaoning Province Accelerates Its Integration into the Coordinated Development Pattern of Beijing-Tianjin-Hebei
In order to speed up the participation in the Beijing-Tianjin-Hebei coordinated development pattern,the entire province's cities and departments directly under the province have made positive progress in transportation, talent exchange, industrial transfer and other work, recently learning from the Provincial Development and Reform Commission.
In the aspect of opening up three-dimensional channels, the province's railway, highway, water transport synchronously carry forward. In terms of railway construction, the Beijing-Shenyang High-speed Railway will soon be opened, and the Chifeng-Kazuo Railway, the Beijing-Shenyang high-speed railway link line, has opened.In terms of highway construction, the preliminary work of the expansion and reconstruction of the Beijing-Harbin Expressway is underway, which further strengthens the connectivity with the Beijing-Tianjin-Hebei region. In terms of water transport, the infrastructure construction of Dalian Port's cruise departure port has been promoted. So far the preliminary work of cruise terminal and port area and channel has been completed.In addition, the province has also vigorously implemented the road network reconstruction project in western Liaoning to improve the service level of the road network in western Liaoning and provide transportation guarantee for undertaking the industrial transfer in Beijing-Tianjin-Hebei region.
In terms of promoting talent exchange, our province mainly introduces talents flexibly by means of scientific research platform construction and joint tackling key problems, and cultivates high-end talents and leading talents in cooperation. At present, six educational and scientific research platforms have been put into use, including the Hejian Industrial Technology Research Institute of Craft Glass jointly established by DALIAN University of Technology and Hejian Municipal Government, and the research laboratory jointly established by Shenyang Aerospace University and Beijing Aerospace Junchuang Technology Co., LTD.Shenyang Architecture University, China Academy of Building Sciences, University of Science and Technology Beijing and other institutions have carried out research on the key technologies for the coupling application of renewable energy and energy storage technologies. Dalian University of Technology and China Chemical Engineering Group Co., Ltd. and other joint research projects in the aerospace field have also been launched.
In terms of undertaking industrial transfer in the Beijing-Tianjin-Hebei region, all cities, relying on their own resource endowment, functional orientation and industrial characteristics, have targeted to build platforms and connect projects.
Nowadays, the location advantages of Fuxin, Chaoyang and Huludao are increasingly prominent.In the first 10 months of 2020, 49 of the 130 funded projects in Fuxin city came from the Beijing-Tianjin-Hebei region, accounting for 38% of the total.Projects in the Beijing-Tianjin-Hebei region received 11.056 billion yuan, or 45 percent, of 5.014 billion yuan.A total of 210 projects were signed, with an investment of 74.966 billion yuan, 72 of which were in the Beijing-Tianjin-Hebei region, accounting for 34.29%.The total investment was 17.561 billion yuan, accounting for 23.43%.
Chaoyang city has introduced 174 projects in the Beijing-Tianjin-Hebei region with a total investment of 94.66 billion yuan since 2020. Among them, 63 projects have been started construction with a total investment of 23.75 billion yuan.The construction of key projects such as liaoning Tongxin Industrial Co., LTD. Circular economy Industrial Park with an investment of 2.2 billion yuan and chaoyang Cretaceous Theme park tourist resort with an investment of 5 billion yuan is progressing smoothly.
Huludao city has issued special preferential policies to undertake the industrial transfer of Beijing-Tianjin-Hebei region. In the first 10 months of 2020, it will undertake 43 industrial transfer projects of Beijing-Tianjin -Hebei region (including 17 new projects in 2020), with a total investment of 23.8 billion yuan.At present, six projects including Huludao Industrial Waste Heat Warming Project have been completed, 24 projects including Dongdaihe New District Sichuan Railway Rail Transit Industrial Park and Datang Environmental Protection Development Zone have been started, and 13 projects including Huludao Shuangli Science and Technology industrial gelatin production, 5G network and data center communication laser and module have been signed.
